Why is there no democracy in Muslim countries? After an election, a person wins. But another person will rise in revolt claiming that rigging has happened. He will seek to unseat the elected leader. This is not permissible in Islam. If a person is elected leader, he must be accepted by all. This is the method of Islam. What is supreme in Islam is normalcy and peace. This is supreme.
In Islam, a leader is called imam. The Islamic principle is وَأَمْرُهُمْ شُورَى بَيْنَهُمْ (42.38)
When a leader is to be selected, there should be consultation and discussion among people. All the people will sit together and decide their leader by consensus.
Whenever a leader dies or resigns, people should ideally sit to decide. They must choose the person regarding whom there is consensus. This is the ideal situation. The second situation has been laid down in the hadith. It is: اتبعوا السواد الأعظم (Kanzul Ummal 1030)
When a person becomes a leader, even if it be by wrong means, he should be accepted. There should be no revolt against him. The ideal case is when a leader is elected by consultation. Everybody should accept him. If this ideal situation is not present and a person becomes leader by other means, you must accept him too. This will help maintain peace in society. If you accept the leader, at least that would establish peace.
The third situation is what present Muslims are involved in: rising in revolt.
